            Odisha's Naveen Patnaik becomes second longest serving Chief Minister in India with a tenure of 23 years and 139 Days.

 

1st Longest Serving C.M.

·         Name of CM – Pawan Kumar Chamling

·         Serving State – Sikkim

·         Tenure – More than 24 years (12 Dec, 1994 to 27 May, 2019)

 

2nd Longest Serving C.M.

·         Name – Naveen Patnaik

·         Serving State – Odisha

·         Tenure – More than 23 years (5 March, 2000 to till now)

·         Replaced West Bangal's C.M. Jyoti Basu, (Tenure – 23 years, 137 days, 21 June 1977 to 5 Nov, 2000)

 

3rd Longest Serving C.M.

·         Name - Jyoti Basu

·         State/Union Territory  - West Bengal

·         Serving Time Period  - 23 years, 138 days

 

4th Longest Serving C.M.

·         Name - Gegong Apang

·         State/Union Territory  - Arunachal Pradesh

·         Serving Time Period  - 22 years, 250 days

 

5th Longest Serving C.M.

·         Name - Lal Thanhawla

·         State/Union Territory  - Mizoram

·         Serving Time Period  - 22 years, 60 days

 

Appointment

·         Article 164 of the Constitution envisages that the Chief Minister shall be appointed by the governor.

·         A leader of the party that has got the majority share of votes in the assembly elections, is appointed as the Chief Minister of the state.

 

Term of the CM:

·         Chief Minister term is not fixed 

·         he holds office during the pleasure of the governor.

·         As long C.M. enjoys the majority support in the legislative assembly he cannot be dismissed.

·         The State Legislative Assembly remove CM by passing  vote of no-confidence

 

Powers and Functions:

            Article 167 of the Constitution, the Chief Minister acts as a link between the Governor and state council of ministers.

 

1.       With Respect to State Legislature:

·         All the policies are announced by him on the floor of the house.

·         He recommends dissolution of legislative assembly to the Governor.

 

2.      With Respect to Council of Ministers:

·         C.M. reccomend ministers which are appointed by governor.

·         He allocates and reshuffles the portfolios among ministers.

·         He can bring about the collapse of the council of ministers by resigning from office, since the Chief Minister is the head of the council of ministers.

 

3.       Advises the Governor regarding the appointment

·         Advocate general,

·         Chairman and members of the State Public Service Commission, 

·         State Election Commission, etc.

 

4.      Other Functions:

·         He is the political head of the services

·         He is a member of the Inter-State Council and the Governing Council of NITI Aayog, both headed by the prime minister.

·         He is the chief spokesman of the state government.

·         He is the chairman of the State Planning Board.
